A commission is recorded when an order is paid, and the rate is frozen at that moment — changing someone's rate never rewrites what they have already earned. Refunding a referred order takes the commission back in the same proportion; the line stays on the record, showing what was earned and what came back.
This platform does not pay affiliates. It works out what you owe and keeps the record; you pay them however you already pay people.
